Documents from PR to be used outside of the United States must be apostilled or authenticated. This does apply to Birth Certificates, Marriage Certificates, Death Certificates, Marital Status, Power of Attorney, Agreements and others. There is a three-step apostille process which is in place in Puerto Rico right now:
Step 1 - obtain the document. Vital records have to be recently issued certified copies from the PR Department of Health, personal non-recordable documents must be properly notarized.
Step 2 - Pay the duty stamps for each document. Once the stamps are paid the document process may move on.
Step 3 - Apply for apostille or authentication and provide the document and the duty stamp paid conformation.
Although the process may seem straight forward and simple, it is not. It also takes a significant amount of time to apostille documents from Puerto Rico.
