In the State of Georgia Apostille is issued by the Superior Court Clerk Cooperative Authority, where as the Certificate of Authentication (or Georgia Certificate of Great Seal) is issued by the Office of the Great Seal at the GA Secretary of State. Very often when document is prepared for a country which is not party to Apostille Convention, a certificate of notary authority is obtained. However, this is incorrect and results into the loss of time. Great seal or certificate of authentication in essence is different from Certificate of Notary Authority.
Georgia Apostille is issued for public and recordable documents from the State of Georgia. Documents issued or notarized out-of-state (none GA documents) cannot be apostilled in Georgia.
Foreign passports to be eligible for GA Apostille in Georgia need to be notarized copies. The GA notarial statement must be made in accordance to Georgia notary statutes. There is a specific wording provided for the notaries to use in order to notarize copies of the passports and foreign passports. Failure to follow guidelines will result in Georgia Apostille rejection.
